EU+US Is allied race starter gear really good?

I made a void elf recently and saw the gear provided. Correct me if I'm wrong, but isn't most of this BIS if you're F2P?

Examples (rogue):
Stained Shadowcraft Tunic: 23 stats overall (Agility, Stamina, Critical Strike)
Nimblefinger Jerkin: 26 stats overall (Agility, Stamina, Haste, Critical Strike)

Vigorous Belt of the Quickblade: 18 stats overall (Agility, Stamina, Critical Strike, Versatility)
Nimblefinger Waistband: 20 stats overall (Agility, Stamina, Critical Strike, Versatility)

I replaced a few pieces (pants and gloves) because I wanted to stack critical hit, but on its own the starter gear for allied races seems really good. It's definitely better than most heirloom options.
 
Since most of the Allied Races starting gear comes in all sorts of secondary stat combinations, you generally pick two or three pieces that have your two desired secondaries and swap the rest for either dungeon gear, BG gear, or GFed 20/25 or 19/24 BoE gear.

BG gear fits Chest, Wrist, Legs, and Feet slots. So any Allied Races starting gear outside of those slots is probably BiS (if it has your desired secondary stat combination). But the four equipment slots mentioned above are eventually replaced with BG gear, since it has the same stat value as ilvl 25 gear, but can proc Adaptable, Decimated, or Impatient.

P.S.: I think by "F2P" you're actually referring to Veterans, since F2P is generally associated with Starter Edition accounts who don't have access to Allied Races... yet!

Yeah. If you're a non-enchanted vet calling yourself f2p/linked-f2p, it's better than the ilvl23 blues from dungeons in some cases, but not every time. It really depends on your spec and the secondary stats you're going for. For example, I noticed there isn't a lot of the "of the aurora" secondary stats on that starter gear (haste/versatility) but there is a pretty good head-start for players that want crit/haste.
 
As folks have said, depends alot on class/spec. For instance Dark Iron starter gear is pretty sweet for enhance shaman, but all of it gets replaced on a resto shaman. Or ret pally/warrior where your starter belt comes with vers and there are no other (easy to get*) vers options.
 
It is best if you measure it by effort needed.
