Yes. argas scales to 7 int 6 stam and garrosh doesnt scale at all.
So argas + stillwater is prolly the best atm depending on ur class.

I currently use Dread Pirate Ring for the Hit and Crit... just my option.. works well with my gear atm, sitting on the 6% hit cap comfortably with a reasonable 16% crit and 199 spell power (with pots and oil)

Edit: the Seal of Argas is a must for all healers and clothies... as Dasha said, scales up quite nicely.
