ilvl and stats in pvp

I'm new to twinking and have been looking at a few characters in the 19 bracket. I see that people have real gear with stats on it instead of just high ilvl gear (ie tuxedo pants/the rock). Is there a reason for this? I thought in Legion they made it so you just want the higher ilvl because you get a higher stat template that way, but maybe it was changed recently and I was unaware.

It changed about a week ago. We're now on the BfA pre-patch, where there is no template and stats/enchants work again.
