It won't be unless they add it in a future patch and you have 2200+ rating in 3's or RBGs required for it normally.

Someone tried this, and when he zoned out of his friends Garrison, the illusions disappeared :/

atleast at lv 100, another player can use ur illunionsist and i know low lvs can enter garrison

You can enter their garrison on a lower level and just get the illusion enchants on anything.

I got Blood Draining illusion for my level 60 by going to Draenor.
