The 39 bracket is a lot of fun! If you are EU go to Draenor ally or horde (doesnt matter) in Blackout. The horde site have the guild Wrecking balls and the ally side got Highwav.
If you are US i would reccomend the Nightfall BG. Dont know any specific server though.

19 and 49 is the most "oldschool" brackets imo.. tbc ench made me cry cuz 49 have allways been my thing and those ench just made 39 look more attractive.. and cata took the main spec spell´s away from the 49's.. so QQ alot over that.
basicly here is what i wuld do if i wanted to start up in a new bracet but i wasnt shure witch one: go wowhead a butload of items to all brackets and find "that" item that wuld just make you rape harder than most other's something like Runeblade of Baron Rivendare - Item - World of Warcraft witch is the n1 hard2 get 2h in 49's atm (drool)
and when you found that item then you just start thinking hmm this wuld B awsome on a warr.. nah warr's is underpowerd atm cuz they lack the intercept, ok then a paladin mebeh? good dmg nice survival.. ok then take a look at the rest of the gear you wuld need on the pala and boom all of a sudden you find yourself lvl'ing a paladin...
well... thats what i wuld do cuz what bracket you are in just matters less and less ... imo blizz raped the shit out of twinking... but that is just me.. i think the most fun atm is 2 b found in the 10-19's cuz of the stat scaling.. eaven tho i have allways hated that bracket (that is ofc just an opinion of mine)

I would say the 39 bracket is the most appealing to be quite honest. There's buckets after buckets with 19s, and your not really considered a twink before your fully best in slot.
The Thirty Nine bracket is the most appealing because you are just above the edge to get "Itemlevel +35" enchants. Mongoose, Savagery etc. People do tend to go for that reason.
If you do chose to pick the 39 bracket, I can promise you a good environment, dedication, skilled players and a lot of friends.
