If faction changing, it doesn't matter. Start as the faction you do not want to be, then xfer to the faction you want to be. Alliance has BiS chest and gloves, Horde has BiS necklace. The rest of the gear is available for both factions. In my experience Horde often has more 24's than Alliance, but that is EU Hope it helps!
