i dont understand how experience works...

ok...say today...i am on my level 11 twink with experience turned off... i join a random TW dungeon group; will it stop other players from getting experience? i ask because i did this yesterday and people were leveling and i didnt see anyone say, "hey im not getting experience", but then i watched a video and i happened to read a posted comment saying that if you group with others they wont get any experience. so whats the deal?
 
If you run random dungeon grp, other players wouldn't be affected. It's only if you form a group manually.
 
If other people randomly queue into the same dungeon as you they'll still get XP. It would be weird and feel unfair if they didn't.

If you queue in a group with someone else, that person will get reduced XP. That's there to help limit how effective speed leveling alongside a twink is.

There seems to be a bit of an arms race between speed levelers and Blizzard to see how well the speed levelers can find ways around blizzard's systems, and Blizzard evolves their systems in turn. The only thing we twinks might notice as a result is slightly longer queues, particularly when requeuing with the same group. Everything else, people randomly along for the ride will do just fine.
 
If you could have all the perks of 10s while also being 11, I expect more people would do just that. 10s nowadays tend to be kings unless there's something very specific (e.g: Titan's Grip) you're aiming for at a higher level.

Having said that, you're right that a character below about 25% into their level will have an easier time than a character above that line. The upshot being to aim to get back and freeze your XP as soon as possible after you ding. Ideally doing really basic stuff in SW/Org or just outside so you have fewer opportunities to gain XP after you gain your level.
