Is it better than wearing plate for hpala? Lower armor but higher int would make you take hits much harder no?

Slither-Scale (the mail version). Yes, it's better than any plate options.

Because the majority of the damage at 19s is magic-based, the only classes you need to worry about are rogues, hunters and warriors. The additional Intellect should make up for the small amount of % armor lost.

i took a look at the guides and what not but i heard a rumor that the set bonuses are being removed come next patch? so not worth farming anymore?

Only one of the set bonuses is expected to be removed I think the one for having 4 pieces.
