This is the quickest way to get banned, especially if you're not the same IP as the person you are transferring a character from. Something that a lot of players aren't aware of is the cooldown after account services that links them back to the original account. If you transfer a toon from Bnet account A to Bnet account B, there's still a link between the two accounts showing that the toon on account B used to be on account A.
I have no idea how long you have to wait for that link to go away, or how much information is still available to Blizzard when you request a name change service, but I know someone who has successfully had some name changes done and he's waited several months to have them done after transferring just to be sure the name change won't flag the character.
You also have to understand that any way a person has for doing a name change will either involve talking to Blizzard directly (like a normal person) or some behind the scenes stuff that is certainly against the CoC and probably illegal. Forging documents and trying to trick a GM with your obvious fake name scenario will not work out like you want it to.
