How to swap quest rewards?

Might be able to get that faction change back if it has been recent. Just tell Blizzard you do not like playing as a Horde. You don't like their style of buildings and voices and RP and such. Tell them you "miss" playing that character being an Alliance character. It may just work. Blizzard is into that RP stuff.
It may also depend on how low your character is as well and how much time you have invested. If it is a level 10 with practically no time invested( low profs and achievements) they may not be willing to help you. I had them deny a request for help on one of my 29's but when I indicated that I had maxed fishing(700 at the time) they helped me within an hour.

If you want that cloak just for transmog you can just roll another toon and do the quest and it should go into your wardrobe. Getting them to change quest rewards is a tough one even at high level. That really is something they rarely do.

Tell them you took the wrong reward as you thought a certain stat would give more advantage, then tell him it ruined your twink. Ask this after you had a talk with another issue *Gotta see if the Gm's a nice guy*, What can i say more:"Be nice, be a chill person. Don't be a pleb to him.
