followed the vid's guide step by step and didnt work. My twink is vet status, do you need to be subbed on both accs for it to work

Unlikely. This exact thing existed in bfa with a few items. All blizzard did was add a level requirement to the gear making it to where anyone lower than the requirement couldn’t use it. So they just sold it to a vendor.

Me and a friend have been attempting this, do you need 3 people in your group and is there a Max level cap? Tried with a 70 didn't work. Any further explanation would be great!

You need a minimum of 2 people, subbed accounts, the level requirement is 10-59.

I can confirm that lvl 60 works for your Chromie time party member. They recently expanded chromie time to 60, but its a bit buggy, you have to go thru the dialogue options with chromie to enter it.
