FTF, this is definitely not intended behavior, but if you're curious, read on.
Ever since the warband is disabled for free account, it's been a hassle to get the required twinking item if you don't have game time, but someone figure out a way to do it. It seems even free account can trade during Exile's Reach. So you just create a new char and use your main account or ask a friend to buy the item and trade it to you. I heard that if there is no xp buff and you keep the killing to minimal, you can exit the island around 11 level or so, that should be ok for most twink. Or you might wait for gear upgrade (don't know if it would trigger for Exile's Reach) ? For gear upgrade method, make sure to move the items to your bank (if goblin) or keep it in your main bag to prevent them from going into mail.
I just create two starter chars and trade a few silvers on the boat, it's working for now, but there is no telling if/when blz will fix this. If you want to try this, I recommend using a throw away account.
