for example, i have 12.75% haste on my druid, this enables me to have 5 rejuvenation ticks instead of 4, 11 Lifebloom ticks instead of 10, and 10 moonfire/insect swarm ticks instead of 9.
12.75% haste also increases my rejuvenation HoT duration to around 13 seconds, which is MORE than the base 12 seconds, this is counter-intuitive as we generally assume that haste "decreases" the duration of a spell.
i would say if you can't hit 5%(first breakpoint) then just ignore haste all together. if you can hit around 9%, then sacrifice some stats to hit 12.5% because 5 rejuvenation ticks is a huge upgrade from 4 ticks.
