How Is this possible? (Crafted)

My guess is that it was made a long time ago and never touched until recently
https://worldofwarcraft.blizzard.com/en-us/guild/us/thrall/als-toy-barn you can see they have alot of older toons and toons that got their armory cleared due to inactivity. there has been some strange scaling simlar before, such as people logging into one of the recent expansions with legion legendaries randomly at 220 ilvl
if you decide to mail the seller, it would be cool if you share the response here for us
ask them if they used the gear update feature maybe

i was in contact with the seller and he said he made the item 2 days ago and he didn't do anything special, i asked him to try make the item again under the same conditions and they printed out item level 35 versions
