How is ilvl 25 boomstick w/ req lvl 19 possible?

I found https://www.wowhead.com/item=2100/precisely-calibrated-boomstick?ilvl=25 on the AH and was confused how the ilvl and req-lvl combination was possible. Was this particular boomstick looted before SL stat squish? I would have guessed an ilvl 25 would have a required lvl of 16. Since it only has +16 Agility, how much would these typically sell for?

This is the lower version.. There is another version lvl19 ilvl28 +17 agility.. But I believe it will become useless after a few weeks.. I have tons of them.. Don't waste your gold on them now

There's no guarantee that the whacko scaling on the beta and PTR is going to be permanently whacko.

Nothing about the test content makes any sense and patch is like 3 days away.... something has gotta change.
