How does one get gear that is lvl-locked?

I'm pretty new to WoW, so bare with me if I'm asking obvious questions.

I've been trying to make a twink for the first time, spamming the current burning crusade timewalker dungeons. I've noticed the top twinks here have gear from dungeons that are level locked. Is it my understanding that everyone here gears up mostly from the timewalking dungeons as they rotate between expacs?
Or can I use chromue time to do certain dungeons?

I've tried getting the clever hat which seems to be a best in slot for mistweaver monks, but the dungeon is too high level to enter and I checked every chromie time trying to queue for dire maul but it wasn't even on the list.

Since these seem to be basic questions, I'd love a link to an up to date guide on the methods to acquire the BiS for your class.
Is it just the odd fishing gear or gimmick quest and the majority spamming timewalking on their rotations?

You have to choose the cataclysm timeline from chromie and be at least level 15 to be able to join the queue for dire maul.
try changing the timeline a few times or doing a dungeon if it doesn't let you select the specific instance because in the last few days it seems buggy.
Everyone is doing random timewalking dungeons for Bronze tokens these days so expect a very long wait.
If you can do the dungeon yourself you can always walk to the entrance and enter.
I don't think there are updated guides that show what is bis for each class.
The general rule right now is getting gear with sockets mostly from regular tbc dungeons and from BfA and WoD farmable rares.
rings from necrotic wake because it is part of the current season and therefore they are counted as if they were tww so you can add sockets with jewelcrafting settings.
Hallow End is finished so you missed the opportunity to get socketed rings very easily.
Another very easy item, necklaces from DF rares, you can add 3 sockets to that.

The double socket rings is not available to f2p as far as i understand. And if wanting to spam timewalking dungeons, levels 10/11 are gonna be the best classes because scaling is broken
