The proc is way better, and, as Duckhunt said, it's slower and has a much higher topend.

2)[item]Tunic of Westfall[/item] One of the best DPS tunics for 19 rogues and hunters. Comes with stamina.
3)[item]Staff of Westfall[/item] Best mana regain staff for 19s.
4)[item]Glacial Stone[/item] The best burst damage weapon for 19s.
5)[item]Gutterblade[/item] Second best dps weapon at 19. Also comes with 3 strength and 3 stamina.
6)[item]Pious Legwraps[/item] Best stamina (and a free +7 spirit) for clothies. Obtainable starting at level 14 I believe.
7)[item]Seraph's Strike[/item] 21 dps weapon (combind with 3 strength and 10 spirit) that you can obtain at level 14.
8)[item]Dartol's Rod of Transformation[/item] Not as useful, but I would want one anyway.

3)[item]Trailblazer Boots[/item] Not better than footpads of the fang, but obtainable at 15.
4)[item]Hooded Cowl[/item] If you don't have engineering, second best helm. No stats.
5)[item]Seal of Sylvanas[/item] Best stam ring at 19. Comes with a free 3 strength!
6)[item]Grizzled Boots[/item] The most stamina (by 1) for a druid.
7)[item]Screecher Belt[/item] Great, if not the best hunter belt. Works great for some other classes too.
8)[item]Steel-clasped Bracers[/item] Best stamina and armor wristbands (not by much) for protection pallies and warriors.
9)[item]Ghostly Mantle[/item] Best mana regain shoulders.
10)[item]Dawnblade[/item] Best stamina weapon (by 1).
