Not sure, but by the sound of it, It seems Blizzard just isn't a fan of Tanky-ness.

Although Healers aren't meant to be "tanky", these recent patches have been so damaging to mail wearers and shield weilders. A little bit of healing power would be nice. But no let's just inflate damage percentages.

edit: but again, this is low lvl content. They've been making it worse and worse for the better of endgame since 5.4

Don't think this will make them fotm, but more of a rdruid/disc type of healer where the healer can do sufficient damage.

I feel like it can't ever be nearly as ridiculous as when holy paladins could 1 shot people with holy shock though.

^ And at least with this change it will allow hpallys to be competitive along side the healing capabilities of disc priests and rdruids

they started making it worse with cataclysm they should have just kept TBC
