That was for the 39 bracket where it's a lot easier to get hit rating though. However for your convenience here is the required caps for each level above you:

2h Melee / Ranged / Soft Cap on Dual Wield

Same level = 5% hit (21 hit rating)

+1 level = 5.5% hit (23 hit rating)

+2 levels = 6% hit (25 hit rating)

+3 levels = 9% hit (37 hit rating)

+4 levels = 11% hit (45 hit rating)

+5 levels = 13% hit (53 hit rating)

Spell Hit - required to never have a spell 'miss'. Does not affect resists.

Same level = 4% hit (13 hit rating)

+1 level = 5% hit (17 hit rating)

+2 levels = 6% hit (20 hit rating)

+3 levels = 17% hit (69 hit rating)

+4 levels = 28% hit (114 hit rating)

+5 levels = 39% hit (158 hit rating)

I haven't checked these out yet but it seems to be a rough guide at least. As you can see, it's a LOT fucking harder for your casters to be effective when fighting higher level enemies.

P.S. Yes these values are for PvE not PvP.

Basically spell casters do not work in higher level pve encounters like; RFD, SM - Armory&Cathedral. Since besides the insane amount of misses; you will also be have a roughly 75% resists at some points. Besides that; the maximum amount of hit chance that a spell caster can obtain is roughly 13%, while the hit miss chance increases by roughly 11% per mob level for more that are more then 2 levels above your own..

As for hit rating on melee classes:

Total hit rating (chance) for leather classes:

Alliance: 75 (18,5%)

Horde: 73 (18%)

Mail wearers (with the leather BoA chest):

Alliance: 76 (18,8%)

Horde: 74 (18,3%)

Druids and hunters, rogues and warriors with the heirloom bow:

Alliance: 77 (19%)

Horde: 75 (18,5%)

(1 hit makes .247% melee chance)

Rogues can gain an additional 5% hit if they spec Precision.

Hunters with Focused Aim gain another 3%.

Feral druids can spec with Primal Precision which gives them 10 expertise rating, but I really have no idea how that can compensate back to their damage.

Those are the maximal attainable amounts.*

And the exact amounts of miss chance versus a mob can be found by using the following formula (for melee classes only):

miss chance according tot wowwiki:

up till a difference between weapon and defense skill of 10

- with two-hander: 5% + (Defense Skill - Weapon Skill)*.04%

- with dual-wielding: 24% + (Defense Skill - Weapon Skill)*.04%

from a difference between 10 and above

- with two-hander: 6% + (Defense Skill - Weapon Skill - 10)*.4%

- with dual-wielding: 25% + (Defense Skill - Weapon Skill - 10)*.4%

Where in your weapon skill is : 145 (5x29)

And the defense skill of the mob : 5x(the level)

Once you calculated the miss chance you divide that amount with 0.247 to find the amount of rating that you need.

Your special attacks always have an additional 8% chance of hitting.

As an example: you want to kill Herod in SM which is a level 37 elite mob. Then his defense skill would be 185(37x5) which leads to a miss chance of 22% for 2h/ranged attacks for the soft hit cap. This would mean that you would have to have 89 hit rating (22/0.247) to make all your swings/shots hit, you would need 57 hit rating (14/0.247) so that all your specials hit.

Nice to add here as well; alliance can always have a slight advantage if you run in a group with a dreanei.
