It's the opposite, below level 100 item level is the only thing which scales aka makes you stronger if you get above the base item level from the bracket.This is possibly because item level doesn't matter in instanced PvP or against other players in general. It only effects dungeon/raid instances against NPC's.

Item level of the gear automatically scales up to the maximum item level in that bracket, it's why a lot of 70/80's use Ribsplitters and Dark Iron Rings. Blizzard adding in a mechanic to buff you if you got higher item level gear than intended in that bracket, makes no sense. It's like, telling people it's okay to abuse some gear.
Your average item level increases your stat template by a percentage, a 25 item level difference between two players results in a 2.5% difference in stats.
Keep in mind the Dark Shaman set is very likely to be turned into "Cosmetic" and therefore won't count for high iLvL.
