is this do able for a 19 (alliance) in patch 3.2? or is it not enough quests avable?

I do not believe there is enough quests to get it at 19, can test in 3.2 - but I doubt it, maybe after some years of elder festivals

Couldn't you just turn off xp in 3.2 and do cloth turn ins? Or is there a level requirement?

Only cloth-turn in which is repeatable is runecloth, and it requires level 50 or so to turn in
