head/shoulder enchants

I haven't played p2p for a long time, so forgive the outdated question, but I noticed Tapout has what looks like active head and shoulder enchants. Are these really active? Are they at all attainable now?

The enchantments remain nonfunctional until achieving the minimum required level. Which is to say, they do not work, and would only work if the wearer leveled out.
