Yep, if you have access to the BoA cloak, go with that. You might also consider the Parachute cloak, so that you can put the 20 spell penetration enchant on it. You'll lose a lot of stats, but missing a shear or shock will prevent the 30% extra healing you get from your Healing Surge, when a resto shaman on the other side lays down their glyphed healing stream totem.

Isn't SPenetration just to boost damage against targets having resistance? Meaning you just need the hit to get off a shock on the target. Also wind shear won't proc the 30% extra. [Resto] Cataclysm Theorycrafting (Updated Oct. 13) - Elitist Jerks

Good catch on wind shear -- I forgot that doesn't proc Focused Insight. Before 4.0.3a dropped and 29s got a couple of games, I was getting resists on shocks. Unless 4.0.3a changed shocks from binary spells to normal spell damage, a resto shaman will still want spell penetration. Since the EU is getting games, I'd love to hear a confirmation or disconfirmation from there. Not needing spell pen would definitely help resto shamans.
