If it were the game itself lagging, you'd see it everywhere on many players, away from contested areas, and more evenly randomized. When it's consistently with certain players/toons and in specific situations (like in direct fights or at nodes, or when they're about to get killed), it's hacks. I'd post links to the websites where they're readily available, but I'm not going to promote these bottom-feeders and what they do.
Don't even try this asinine line of excuses because I've been down this road way more than you I'm sure, and I've seen every magic unicorns story there is.
BTW - nerfs and faction imbalance is something that Blizz does, not players. Don't try to conflate complaints about Blizzes game design with legitimate exposure of cheaters and scumlords.
It is quite easy to cause lag spikes with a simple script macro. That is not "hacking". It is clever use use of game mechanics.
I don't know if that is what these people claim to have seen people doing.
