The main overall reason is that it's more fair-game now. f2ps will basically be 24s, but without the actual 24 gear.

You're also missing out on some abilities which are really important for some classes. Compare a 20 SP with a 24 SP for example. Or a 20 War with a 24 War or a Druid with a Druid. Some abilities they'll still have, are gamebreaking, so they'll still have so much over 20s.
