Hello Syncronise, im starting my first 24 and i am making a holy pally could someone whip up a BiS ALLIANCE ONLY holy pally chardev or give me a link to someone who is BiS alli only TYVM!!

May want to just take a little time and look at the 24 list [us] and [eu] in the 20-24 stickys section. Lots of Paladins listed with armory links.
@Allofasudden- I have checked over it but almost everyone either is not geared at all or has horde gear.

still need a chardev if anyone is willing i dont know any gear at 24 so it would be helpfull.

Use the gear from ally side from the chardev than use wow head to pick the next best pieces.
You can easily use wowhead filters to narrow down gear on your own. Some random items you can't get will still sneak through, but when I'm planning out gear/making chardevs for myself, I set the maximum required level (20 or 24), Usable by [insert faction], Available to Players, and check off Exclude Results from MoP

It makes me cringe to even think about saying it, but imo if you don't want to go horde or faction change... your best bet is a hunter
If you're dead set on healing, I'd recommend a priest since they only have a few BiS items that are horde only, whereas a lot of holy paladin BiS is made up of horde only gear
