guillotine axe for a rogue?

Well guys i stumbled upon one of these in my AH for 5g. Decided to buy it, here's your link for all you lazy people out there.

So my question is, does this hold any weight to a 19 twink rogue? I understand shadowfang is making a return next patch so would that just take it's place? Lets here it.

@OP: For a 16 twink it is BiS, also for a crit setup I guess it would be good.
