you can still make a 70 twink that doesn't depend too much on pvp trinket, for example, a prot-warrior or a prot-paladin, do 4piece T6 + 4piece brut, and rock 2 out of the 3 engineering trinkets

I am rolling a Holy Paladin so I need the Guardians gear and trinket. I won't be finishing him until the vendor is back.

Not sure, but Blizzard did mention that a major patch is required to implement the vendor.

when this happened in 2008, npc vendor was hotfixed back into the game, used to be able to google the wow thread and fix on it, but old wow forums were wiped and when you find it on google you get sent to new site

I was just going off what a GM told me regarding the issue.
