5 of my 10's (originally my Bankers, 2 still are) are fully GF'd from pre-Shattering. 1 of those 5 has literally everything that could be gotten from TBC > WotLK, missing a few items from Vanilla only. As for value, that's tough. He has limited use items from pretty much every Holiday Event, Anniversary, and every other temp thing WoW has done since 2006 when I started playing. Then there's the Achievements he has, pushing almost 4K at Level 10 (have more but many are Account wide only). Lastly he is of very few 10's that is extremely close to Ironpaw Chef!
