You can make a twink of every class without spending a lot of money. The "BiS" gear for Rogues is very expensive, but you don't need it to be viable.

Most spell casters are fairly cheap. But as Pizza said all classes can be made for cheap, wont be perfectly BiS but viable.

Agree that you can have a playable tink on a budget, but really... Until you're BiS, you're just a work in progress. Go big or go home imo.

If you have a main of the same faction, just try to do some 2s carries for gold on BH. Thats what ive been doin, made over 10k so far.

the only expensive thinks are gloom sf defias sets so nvm its max 500-1000g twink if u dont need some of thoose items

Enchants alone are more then 1k lol. Its prolly about 400 each ring, an neck, 700 for cloak and then 700 for glove reinforcements if you buy all off AH. And thats just the main ones
