I haven't tried a Worgen, yet, but I was able to get a level 10 Goblin safely to Orgrimmar without any trickery or skull-duggery. It was quite difficult, though. I tried to run the starting area quest chain in as few sittings as possible, to avoid rested xp. I also didn't join my guild, to avoid any exp bonus. And, whenever possible, I followed other toons around, and let them kill everything for me.
And, I died... a lot. Anytime something that I didn't have to kill attacked me, I just ran.
By the time I reached Slahtz, I was just a couple bubbles away from dinging 11. Phew!
