I tried the Gnomish trainer in Booty Bay but he has ''nothing to say to you'' so I was wondering if anyone knew a way of getting it with 300 Engineering

Not reliably. A GM could delevel you, but you'd have to really convince them. So a "i logged in after resubbing and didnt realize my exp was on" and youve stayed in org since it happened might get it. But if they look and see you picked up a bunch of stuff that is usually level 20 locked, then GG.
