I can tell you I have farmed WC to get the gloves on my 20 druid and I have had 8 god damn pairs of mail gloves drop so far and not a single one was epic, so i dunno

I let my sub run out to test the free to play ques and its saying that my account is a Starter Edition.. FFS what is going on

You're what Blizzard refers to as a "Veteran Account" but all the terminology in game is "starter account"
I take it you're getting the error that says starter edition accounts can que for pvp? Its because your XP is off. You cant que xp off on a vet/f2p account. You have to leave xp on.

You know.. its funny that you mentioned this, because before my sub ran out, I made sure /ALL/ of my 20 twinks xp was ON. However, upon my sub ending, it said 3 of my 6 20 twinks could NOT join bg queues because they were labeled, "starter edition".
So, I resubbed via token and I checked them... my xp was on* on all of them, but I STILL got that error...

They can upgrade to epic if they drop from a single source mob. In this case it's druids of the fang. Someone in another thread has already gotten the epic mail gloves version.

What is "it" that tells you this? Can you grab a screenshot of exactly how you're being notified?

The game when I tried to queue, I can't take an SS because I'm currently subbed. I subbed to check if my xp was on or off, and my xp was indeed on, so the error made no sense. It would just say in red lettering on my screen, Starter Edition accounts cannot queue for this

I tried the method of looking the old Blizzard's database and it doesn't say that the gloves can upgrade.

In fact I had quickly tested this with other dungeon rares and I found the same result. I believe the change to upgradable items was made automatically and didn't involved ones that were dropped by mobs somehow flagged as dungeon ones.
Edit: If you want to use Blizzard's database, don't search by name. Look up the item's ID in Wowhead and copy-past it directly on the URL.
