Get the marks by killing players in the pvp areas in Hellfire Peninsula (there's also a daily quest for capping all three that awards some marks). If you have a friend who doesn't mind you killing them over and over it can be done fairly quickly.

i know how to get the marks but the chick i get the quest from aint selling the rings somehow they wont appear, so figured maybe i need rep or sumthing? xD
