Played my 1st games on 19s for tbc. I have to say it was great seeing some old names,
The games were balanced with very little toxic behavior compared to 20s on retail and it made me feel like the old days of wow.

my 19 tbc toon is uncircumzizd and I can’t believe I played five games last night with dagger spec and didn’t realize I was missing all the time with no hit rating. LOL

my guess is he was referencing Precision

blizzard also nerfed off hand hits / damage in expacs after TBC to the point that a rogue is a 1h melee with a slight OH damage with mostly poison application only. these nerfs are in blue posts/patch notes/hotfixes, sorry not gonna dig them up. hopefully there are other former twinkinfo OG here that remember having to drop stats to cover hit requirements in PVP when WOTLK rolled in like 19 bracket, and above.

expertise also become a thing in PVP in WOTLK until WOD when blizzard did a post that dodge, parry, hit and expertise are gone in WOD. well blizzard was only good for 2 out of 4. blizzard 100% wiped all hit/expertise gems, enchants, foods, gear stats or procs. not the case for dodge and parry. their new system did not work as they stated it would, it really sucked facing a warrior in PVP during WOD as a rogue seeing tons dodges, parries, and blocks with no +hit or +expertise to counter.

i see lots of MISS, MISS, MISS on my rogue in SL coming from OH, if players are seeing this in classic TBC, you are playing a fake redux TBC that was built...i think they stated a modified 7.3 patch client like classic WOW was and blizzard missed alot of stuff that should have been reverted to older patches in the TBC era.

i respect into precision and it was a big difference. I was missing gouges, saps, everything until i did that. also equipped 3 piece of the fang for expertise until i get my fishing boots. once i did 5 points in precision my dps went up as well. I am not sure what you are talking about. i have a few pieces of gear to tweak but sitting at 30% crit and 50% dodge 19 bgs were fun again
