In practically every case Heirloom legs are the BiS for every class and spec.
I have had "contests" in the past in the level twenty section where I have given away entire sets of heirloom armor to the winner of said contest.
In the past I have only done this for people playing level twenties and were intending to rolli a healer/casting class. I suppose I could run these contest if there is a need for them for the level 29's as well.
