Furbolg Medicine Pouch not usable

iirc the on use for this item was usable until BC/WotLK, right? I just got this item on my 19 in classic and when i go to use it it says "Target is too low level"

Almost positive this was never usable on a 19. I know for sure I had it in BC and it didnt work.

Thought you can still equip it and get the +10 Stamina which makes it still BiS for Druids and still has use for Mages stacking Stamina / OH for a Hunter. etc.

What ya mean? I was using the medicine pouch on my lvl 29 druid untill they level capped it on BFA prepatch.
Some of my 20s too.
I got no idea about classic, but this has been usable, even on retail untill pretty recently
