Starter and F2P in reality describe exactly the same thing. Starter is a tagged subset of level 20. The F2P section was redundantly created because of a group of whiners on the forum. This is what actually happened.

Starter Edition refers to all accounts that do not have active game time,
I think the forum tags were added back when people thought Blizzard would actually be using the term 'veteran', and as something separate from 'starter',

From technical point there is still 2 groups ingame. starter and veteran. they do share some restrictions however that does not make them one.
vets see " starter edition warnings" due to ctrl c - ctrl v
Starter - pure lvl 20 who never paid for game
Veteran - those who have access to account within payment
f2p - both accounts aslong you dont pay.

If your subscription runs out, you can still play World of Warcraft. The restrictions listed above still apply, but you'll be able to participate in guild chat, whisper guildmates, and join guilds your other characters belong to.
