Stuff that is F2P only belongs in the F2P section. Starter Edition refers to all accounts that do not have active game time, so that would be both f2p and veteran (but not P2P 20s). I think the forum tags were added back when people thought Blizzard would actually be using the term 'veteran', and as something separate from 'starter', instead of just lumping everything together under 'starter', and no-one has bothered to update the tags to reflect what's actually in the game now.
