The item itself is, yes, but it can be applied to any other item and doesn't cause it to be soulbound. Note the distinct lack of the phrase, "enchanting the item causes it to become soulbound," as here: https://www.wowhead.com/item=87559/greater-crane-wing-inscription.

he cant trade the chant itself, but he able to echant ur stuff through the trade window
