Uh, yeah, because T3 has a level requirement and quest items don't, therefore lowbies can have quest items xmogged but not an item that requires you to be a higher level than they are. It's a fundamental misunderstanding because TECHNICALLY a level say, 1, could wear a level 90 quest reward *if they could accept the quest* to begin with, because the actual piece of gear does not specify what level you have to be in order to equip it. Basic transmog rules are that you can only transmog items that *you can equip* so those would fall into that category whereas something that has a level requirement would only fall into that category if the twink in question is at least as high as the level the gear has on it. I don't understand why you're being kind of rude about such a simple thing...?

I understand, but I don't think that is such a big misunderstanding. If you didn't know that you could xmog quest items which you aren't intended to be able to and which atm only can be done through a bug, it might be hard to understand why you couldn't xmog T3 items etc, too.
