Yes you need to faction change to get two of them.

If you’re on horde please be aware that the quest item “diabolical plans” is currently bugged and not dropping, this is one of many horde bis gear quests at 19 that are preventing people from finishing gearing

could only get two if you got diabolical plans on horde side before pre-patch. doubt blizzard will make the item drop for horde again

Got the scroll on first kill Alliance side.

This may have been my favorite twinking expansion

The quest is fixed now for horde and drops from demons in felfire hill like it’s supposed to. Both factions can obtain this ring and you can get two if you faction change.
