I've been tryin' to get Old Crafty on my lvl1 Rogue over the last few weeks but it's insanely tough since you can't increase your fishing skill. Orgrimmar and Ironforge give only a 1 in 20 chance to successfully catch a fish, so imagine trying to catch 20 Old Crafty's instead of 1 lol. I'm only doing it for swag points but i'm pretty sure it's the new BIS offhand for pre-lvl5 casters.

going to give this a try on my level 1 tonight, although im not going to expect to catch the fish since it's taken me a few days as well on my higher level toons

No they don’t. You can check items on the blizzard item pages

It would say can upgrade rare and epic in the items tool tip

Yes. And I think it can theoretically go as low as level 3 I believe

On a other thread they were talking about getting quest items as rare or epic? So wouldnt that make LFH possible as epix too?

That one is still under debate I believe.

Just look at the items page on blizzard site. Open item in wowhead then click links in the top right then copy bnet link.

As far as I know, it was never possible. 1s can fish through the Hyper-compressed Ocean toy, but that's it.
