You have to get the paragon chest from Argussian Reach. So you get exalted with Argussian Reach and then get another 10,000 rep. Then you get a chest that has about a 50% chance to drop the cube. There's a thread on it in these forums.

You have to get the rep on a 110.

Haven't used it yet. Waiting to get a group imp farm going before I pop it. I've heard the drop rate is pretty bad though.

Mczizegg talked about it in the 100-109 bracket section, i just tested one and like i said in the other thread, the drop rate is similar to any other AP items, i wouldnt consider delete or sell them but it wont make a huge difference if you plan to level your artifact at high level, specialy with the annoucement of yesterday.
