Fel Eggs and Ham Cooking Recipe -- Level requirement?

A quick question regarding this recipe. It doesn't seem to have any level requirement, unlike most other WoD recipes. Can anyone confirm this? Further, is there a way to loot in on a 70 (or lower for that matter) toon with the aid of a friend?

This is my current cooking collection. Haven't found any legion recipes that can be learned at a lower level. Would appreciate any tips on that.

Unusual that the recipe has a skill requirement of 1 but the cooked item requires level 90.
The recipe has a very high drop chance too.

I have tried to get this on my level 1 with the help of a 110. When the item dropped I could not loot it or even see it on the corpse. I believe that if you are lower than the mob you will not get loot from it. Kind of like the rare mobs in MoP.
