How much do you think you would be able to get for a character with that off-hand? I've seen about 3 19s with it, and my friend has one on a level 11.
Something with an old high level dungeon bug.

edit: to clarify, this orb was BoE before it went BoP so if a high level sent this to a low-level, it could be equiped later.

It is indeed grandfathered for level 19s, not sure about higher levels.

hardly any1 knew about it, i started 19 in vanilla and only recently saw this item and how it was obtained in a thread on this site
