Can't say whether Argent Champion is GF'ed. I found that the abominations outside Stratholme were still giving me rep, though it may have been fixed.
Diplomat
Timbermaw Hold
-Northern lake in Felwood, have your partner go around it killing the mobs
Kurenai (or whatever horde is)
-Spot near Ring of Blood is a good choice with plenty of ogres

Guardian of Cenarius
-Netherstorm, northeasternmost continent, hunt for the ethereal prison keys, and open prison gates. Each one is different and may not give the rep you need. You will need an average of 2-3k keys possibly.

timbermaw: I just repeatedly killed the mobs in the cluster just left of timbermaw hold until ex
sporregar: kill the mobs in the cave to the south of umbrafen lake as they are the only ones that give you rep all the way to ex
mag'har: this was the longest part as they gave barely any rep per kill. I used sunspring post to get to ex.
all in all it took me a while to do (did it with an alt 70 account) the times I cant really remember but it was probably around 18 hours total.

I would not recommend doing this as it takes upwards of 3500+ ethereum prison keys to get to ex with Cenarian expedition. Farming this will take months if done solo. (assuming you take breaks etc) I started farming keys getting about 4-8 per run, but with the instance lockout it made it nearly impossible to get enough. I farmed about 300ish before I gave up.
the other title you listed is grandfathered.
