Alot of questions ive seen ask about this as i know certain areas to farm world in each zone people want to know how the scaling works
Legion BOE epics idk ive been told different things i personally havent farmed for these yet takes too long
As for others ive seen
Greens that drop will drop 6 levels lower than the mob you kill
if youre level 25 the mob thats lvl 24 will drop lvl 18 gear the mob thats lvl 25 will drop lvl 19 gear
Blues and epics other than legions will drop 3 levels lower than the mob you kill so if you kill a mob thats lvl 25 farming greens for a 19 twink it will drop lvl 22 blues and epics
 
All you have to worry about is LEGION GREENS. (if ur a lvl 19 or 20 twink grind them out on a lvl 24 toon)

Epic boe's arent bis, sadly. For example a legion ilvl 28 green ring piece with the suffix "savant" gives 26 mastery/6 stam which are the exact same stats as https://www.wowhead.com/item=141581/demars-band-of-amore?bonus=1808 (at level 20). The only exceptions are the epic BoE trinkets, those are completely unqiue. If you are interested in those trinkets, farm them on ur TWINK not the toon that is 5 lvls higher

And to my knowledge idk if there are any legion blue boe's

Small correction that's actually an example of a legion boe being bis.
 
i think the boe epics have a socket by default and can proc another? whereas the 28 greens tho they may have the same stats start socketless.

I've found 5 boe legion epics so far and only 1 had a socket, the trinket. 2 others had +speed or leech, and 2 were regular without upgrades. The double socket on epics is a myth as people have only really heard of them but haven't produced a screenshot. Wowhead is thought to be incorrect in picturing them with 2 sockets.

ilvl 28 greens are equal to legion 20 epics, except for trinkets because of their abilities, as stated above
