F2P need Isle of Quel'Danas for Eastern Kingdom Explorer?

As you may know, the portal from Shatt city to IQD requires a minimum level of 30 for use making it inaccessible to F2P accounts.

If you are trying to get the Explorer title, you need the Easteran Kingdoms achievement and you cannot get to IQD by conventional means (i.e. swimming).

However, today, Lorewalker Cho offered IQD as a lorewalking event. You need to do a couple of earlier locations in the Ghostlands and Eversong Woods but you eventually get teleported to IQD and complete the achievement.

I am not 100% sure that the Lorewalking offers are the same for everyone or individualized each week but if you want the title, you need to be watching to see when Lorewalker Cho offers that time period to you.

I would assume that the silvermoon intro thing is offered to everyone since it’s going to be a main hub in the next expansion.

It doesn't have to be the latest lorewalking campaign. All lorewalking campaigns will set portals to your character lvl (10 thru 80).

That means you could learn QD flight path from previous lorewalking campaigns, and also visit deepholm for holiday quests.
