I actually got the 28 slot bag from a treasure goblin in the Underbelly on my 99 druid. I tested on my 19 hunter and couldn't hit the Cow King so naturally no loot, and on my 60 hunter I did hit him but I couldn't loot him. So probably unobtainable for f2ps

Ugh me too!

You can just get into an underbelly raid group or create one and heal some of your fellow raid members that are hitting the goblin. I actually did not try and loot the goblin because I did not realize that it had loot. I just took the portal to the cow level, healed there and looted up the items and received the achievement. That is really all the only thing I was interested in doing.
